Total Airport Management (TAM)

TAM is a programme established by Swedavia in 2023 to coordinate and drive the initiatives required to meet both regulatory requirements and the business's need for an improved operational situational picture.

CP1 Regulation

The CP1 Regulation (Implementing Regulation (EU) 2021/116) is a key EU regulation for the modernisation of air traffic management in Europe. One of its main pillars is the requirement to implement an Airport Operations Plan (AOP) at major European airports to improve cooperation between air traffic control, airports, and network operators. 

Airport Operations Plan (AOP)
  • A central component of TAM is the Airport Operations Plan (AOP) – an ongoing plan for the operational management and management of airport operations.
  • The AOP will serve as a common source of information for all actors at the airport and is based on everyone contributing and using the same data. 
Timetable

In the context of TAM and CP1, the terms iAOP and eAOP are used to describe the two phases of implementation of what will eventually become AOP: 

  • Initial AOP (iAOP) to be implemented by December 31, 2023. 
  • Extended AOP (eAOP), which must be implemented by 31 December 2027. 
  • iAOP + eAOP = AOP
Time to show the Initial Airport Operations Plan (iAOP) to our partners 
  • The Initial Airport Operations Plan (iAOP) is intended to ensure coordination between the airport, airline, handling company and authorities. It usually describes: 
    • How air traffic should be managed
    • Gate and terminal use
    • Security flows
    • Staffing and responsibility
  • Here, Swedavia has developed a number of tools that give you as a user access to operational information - information that in the long run gives you an improved picture of the operational activities at every moment. 
  • The tools are part of Swedavia's upcoming AOP and will be developed and changed in the meantime until the final version at the end of 2027. Features may be removed, new features may be added. Here, user input is important for the future. 
June 2026 - more users invited
  • The tools will begin to be made available to users of Aviator, LFV, Menzies, Norwegian, SAS and SGH at the end of May 2026. 
  • All users who have an email address with these organizations can, upon request, be given access to the tools.
  • Later, additional airport operators will also be given access.

Practical information

  • The user uses the link below to the system and logs in using their work email account (Microsoft AD). For example, jan.jansson@sas.se and associated password.

  • Login iAOP Dashboard:  https://aopdashboard.swedavia.se/  
  • The first time, the user is taken to a page where the "click & accept" agreement needs to be accepted. Then the airport is selected. If the user is from SAS, they also choose whether they belong to an airline or SGH.

  • The next time the user logs in, it will be taken directly to the iAOP dashboard.

The tools offered initially

Rolling Plan
  • The Rolling Plan is the forward-looking operational plan for the airport. 
  • It describes what the expected capacity will look like in the coming  days and is continuously updated as new information is added.
  • The plan is based on available forecast data such as traffic volumes, scheduled capacity, known limitations, weather forecasts and planned activities.
  • Rolling Plan is used to create predictability and preparedness
  • By highlighting peaks in load, risks and potential bottlenecks at an early stage, actors at the airport can plan staffing, resources and priorities well in advance. 
  • The Rolling Plan is not static, but is continuously adjusted and serves as a reference when comparing plans against actual outcomes.
Real Time

Realtime is a dashboard that shows KPIs (Key Performance Indicators)

  • How the airport is doing right now. It shows in real time the different KPIs that are represented. 
  • Examples of KPIs are the punctuality of flights and waiting times at the security checkpoint.
  • On most KPIs, you can click to get more information.
ADK - Automatic Document Inspection
  • Shows how many passengers on a specific flight have passed through security.
  • Contributes to better decision-making if you should wait for a passenger when departure time is near.
Tarmac Tales
  • Displays the real-time status of arriving and departing flights for the next three hours.
  • Also shows real-time status for on-ground in the number of taxi-in, A/C on stand, boarding and taxi-out. Updates are made every minute.
