Authorization Documents International Airports
This is how you get permission to work at one of Swedavia's airports.
To gain access to airport security restricted areas, an authorization document (photo badge) is required. The process looks a little different depending on whether you're a new company or a new hire, but the steps below apply pretty much to everyone.
New establishment – for companies
If a company is to operate within the airport security restricted area, the following needs to be done first:
- Submit a business description
- Sign a written agreement with Swedavia
Common forms of agreement
- Ground handling agreement/Operating agreement
- Security agreement
Security clearance – the company's responsibility
Before a person is allowed access to the security clearance, the company must ensure that an approved security clearance has been carried out.
The purpose is to assess whether the person is trustworthy from a safety point of view. The assessment is based on:
- Personal knowledge of the individual
- Security interview
- Verification of data - such as grades, certificates and references from the last five years
- Registry check - if employment is placed in security class
Security clearance must be carried out:
- In case of new employment
- Also for people already active (follow-up)
The register check is ongoing until the security officer notifies the Swedish Transport Agency in writing that it is to be terminated.
Registry check – step by step
- In order to become an authorized purchaser (reference person) in the Swedish Transport Agency's digital system, so-called REKON, an application is needed and submitted to the Swedish Transport Agency
- Go to the Swedish Transport Agency's website and search for the form "Application for authorisation to apply for register control for aviation security". This application is for administrators who will have a mandate to apply for register checks for the business.
- Upon receipt of a login to REKON, the application for a register check can be made digitally via REKON in the case of employment.
- The person to be checked must sign a consent form - a consent form to carry out a register check. The consent form must be kept at the business together with the basic investigation and be available during supervision.
- The Swedish Transport Agency is processing the case and notifies via REKON when the inspection has been approved.
- It is possible to apply for a register check on a person manually via a paper application, see the Swedish Transport Agency's website, (longer processing time)
For people who are or have been citizens of another country, the processing may take longer.
The cost of register control will be added according to the Swedish Transport Agency's price list.
Mandatory safety training
When the register check is submitted (not completed), the person can complete the mandatory training:
- Done via www.swedavia.net
- Log in with password that comes via text message
- Valid for two years
- Ends with a knowledge test
The above information applies to non-Swedavia employees. If you are a Swedavia employee, you can complete the training via the Competence Terminal on the intranet Inside.
Application for a badge
When the following is completed
- The register check has been approved
- The security-safety training and the test have been completed
, your company can apply for a photo badge at your local Security Service Center.
Validity: max 2 years

When an employment is terminated
- At the end of the employment relationship:
- All authorization documents are returned
- The register check is deregistered via REKON
Unreturned bdges will be charged according to the current price list
Visitor badge – temporary visit
In exceptional cases, visitors can gain access to the access area via the visitor badge.
Important to know
- Valid for a maximum of 1 day
- Requires guidance from an escort with a valid photo badge
- No registry check required
- Maximum 12 visits in 12 months
The visitor:
- Never allowed to stay alone in the area of access
- Must always be supervised by the designated escort
The visitor badge must be notified in advance and collected at the local Security Service Center with valid identification.

Driving permit at the airport
To drive a vehicle within the authorisation area, a driving permit is required.
- Basic training: with an authorized driving instructor
- Refresher training: via www.swedavia.net
- Driving on the track system also requires radio communication training (given by Swedavia)
The application is sent to the on-premises Security Service Center.
