Vehicle classification
Motorised vehicles that are to be used at a Swedavia airport must be classified in accordance with the Swedish Transport Agency's rules or in accordance with the Vehicle Description mentioned below, as vehicles are not registered in the Swedish Motor Vehicle Register. Vehicle classification is carried out by the vehicle manufacturer or supplier.
The Vehicle description for ground-going vehicles – Swedavia International Airports contains the classification for vehicles.
- Vehicles can be classified according to a different category than stated in the document, e.g. reclassify de-icing vehicles from category trucks to e.g. motorized equipment class I or II. Certificates with implemented measures must be presented issued by an accredited inspection body, appointed by the national accreditation body Swedac.
Supplementary education must be developed that replaces the eligibility normally required for the previous classification.
- Driving licence authorisation shall be the minimum authorisation for which the vehicle in question is type-approved, but at least category B.
- All actors use the developed vehicle description as support and advisory basis to classify vehicles used in their own operations.

Vehicle permits
Vehicles operating on airside and traffic areas shall be provided with a vehicle permit clearly visible on the left side of the windscreen. Vehicles that do not have a windshield, (lawn mower etc.), must place the vehicle permit in a clearly visible place. In order to limit the number of vehicles in airside and traffic areas, only vehicle permits are granted for vehicles that are considered necessary for the airport's operations.
Vehicle permits are issued either as a permanent, temporary or visitor. This permit specifies whether vehicles may be driven permanently in the airport's security restricted area (airside) or may drive in and out of the airport's entry points. In addition, it is stated which traffic areas the vehicle in question may be driven on.
A vehicle permit can be issued to be valid for a maximum of one vehicle.
Vehicle permits for privately owned vehicles are issued in exceptional cases in accordance with the following:

Vehicle in question meets the requirements of the Airport Regulations regarding visibility (Reflectors, flashing light, company ID etc)

There must be motor liability insurance or liability insurance equivalent to motor liability insurance, for the vehicle in question
The requirement for the use of a vehicle permit can be waived after consideration for vehicles that are temporarily used within a defined area on airside. An assessment is made in a flight safety plan with Swedavia's approval.
Equipment and work tools that are not driven by their own engine (e.g. luggage carts, trailers, ladders, push-back bars, etc.) are exempt from the requirement for a vehicle permit.
Vehicle permits that have not been collected are cancelled after three months.
For all vehicle permits described above, criteria regarding equipment in accordance with the Airport Regulations must be met.
Fixed vehicle permit
A permanent vehicle permit is valid for a maximum of 12 months from the date of issue and is available in different colours. On the form 'Application for a vehicle permit within International Airports' must be stated from the above and the second date.
It is possible to apply for a shorter validity period for vehicle permits where vehicles are to drive in and out of the airport's entry points where periods of 3 months, 6 months and 9 months are applicable.
Operators who apply for a period that is longer than, for example, 3 months will be charged for 6 months. If the application relates to a period longer than 6 months, 9 months will be charged, etc.
Entry and exit
Vehicle permits for entry and exit contain a blue box with the text IN/OUT PASSAGE.
For vehicles that are allowed to drive in and out of the airport's entry points, the vehicle may be driven throughout the airside, however, in relation to traffic areas described below.
NOTE! Entry and exit also refers to the movements that are carried out between DMA and CSRA. Snow removal vehicles should not be applied for for this movement, as these are driven between DMA and CSRA in motion and are excluded from physical security checks.
Permanent residence
Vehicle permits for permanent residence in DMA or CSRA areas do not contain a box or text.
For vehicles that are driven permanently in the airport restricted area, the vehicle may be driven throughout the airside, however, in relation to traffic areas described below.
Temporary vehicle permit
Swedavia can issue a temporary vehicle permit with a validity of one (1) calendar day for vehicles that are to be operated on airside for a period of less than one (1) month. If a temporary vehicle permit is to be used for several consecutive days, a new permit must be issued for each calendar day that has begun.
NOTE! Night work that takes place between two calendar days must be communicated when applying for a vehicle permit. A temporary vehicle permit can only be applied for by already established operators at the airport with their own authorisation to drive vehicles within the airside.
Vehicles with a temporary vehicle permit may be driven throughout the airside where the vehicle meets the criteria for equipment in accordance with the Airport Regulations, otherwise the vehicle shall be escorted by an authorised vehicle.
Visitor vehicle permit
Operators who need to temporarily introduce a vehicle on airside, can apply for a visitor vehicle permit. Visitor vehicle permits have a maximum validity of one (1) calendar day and the vehicle must always be escorted by an authorised driver and authorised vehicle. Visitor vehicle permits can be applied for digitally or directly at the airport's guarded gates.

Blue light vehicles during emergency calls, ambulance transport and visitor vehicle permits are exempt from environmental requirements.
Vehicle permit application
Operators who wish to introduce a vehicle on airside can apply for a vehicle permit appointed by the company, the form 'Application for a vehicle permit Swedavia International Airports' must be used. The form must be correctly completed and sent to Swedavia Service Center.
Relevant traffic areas must be ticked on the application form, traffic areas are selected in relation to where work assignments are carried out at the airport. Clear justification for the selected traffic areas must be stated.
When commissioning a new vehicle that has not previously had a vehicle permit, the "Checklist - Before commissioning a new vehicle" must also be completed and signed when applying for a vehicle permit.
Operators who use new vehicles that have not yet been called in for an initial roadworthiness inspection or roadworthiness inspection must be able to present documents proving that the vehicle is new, upon request from Swedavia.
Registered vehicles driven within the airport's airside must be equipped with a registration plate, see the Ordinance on the Road Traffic Register (2001:650).
The vehicle permit application must include the following information.
For registered vehicles, regardless of the colour of the vehicle permit.

Registration number. The internal code must not be stated in the application.
For unregistered vehicles*, regardless of the colour of the vehicle permit.
*An unregistered vehicle is not the same as a decommissioned vehicle.

Extension number. Must be stated when registration number is not available.

Vehicle category

If the vehicle runs solely on electricity or gas or has an alternative fuel to diesel/petrol.

For motorised equipment and tractors, the engine power shall be stated in kilowatts.
Application for a visitor's vehicle permit
Applications for visitor vehicle permits for vehicles are made using the form 'Application for visitor' and can only be ordered by authorised clients who send the application to Swedavia no later than 24 hours before the desired issue.
At the airports within Swedavia International Airports, there are decision-makers who have a mandate to approve emergency visitor vehicle permits at shorter notice than 24 hours.

White traffic area
The vehicle may be driven within the DMA area
Red traffic area
The vehicle may be driven on apron and other operational surfaces adjacent to apron.
Green traffic area
The vehicle may be driven on other operational areas outside the red traffic area.
Green-white striped traffic area
The vehicle may be driven in the manoeuvring area.
Pink traffic area
The vehicle may be driven on a so-called areas of expertise.

Other
Vehicle permits can be collected at building 64 at CVA. Temporary vehicle permits and visitor permits are collected from CVA (the Central Guard).
Loss of a vehicle permit must be reported immediately to the OPC (Airport Operations Center).
The holder of a vehicle permit is responsible for returning the permit documents to the Swedavia Security Service Center if the permit has expired, if the vehicle is taken out of service, or if the operator ceases its operations at the airport.
