Driving permit grounds for driving a vehicle
To drive a motorised vehicle in the travel area and other operational areas at Swedavia's airports, drivers must have a valid driving permit that must be physically carried.
In order to obtain and hold a driving permit, it is required that:
- An operational need for a driving permit can be demonstrated
- The employer has checked that the staff concerned hold a valid driving licence for the vehicle
- The employer has checked that the staff concerned also meet any conditions in the driving licence
- The driver has completed the airport's driving permit training including a knowledge test and check-out with a passing result
- For eligibility in the area of manoeuvring, it is also necessary to complete a language test and driving permit training in the area of manoeuvring with a passing grade
- Training and certificates of competence for each vehicle to be used
- The employer must then carry out ongoing checks
- Safety/Security training and valid badge
Two levels of driving permits
At Swedavia's airports, two levels of driving permits apply.
- Driving permit grounds relating to
driving a motor vehicle on flat and other operational surfaces
- Driving permit operating area relating to
driving a motor vehicle in the control area. The permit also includes radio communication.
Step 1
Online training that contains basic knowledge regarding driving vehicles at the airport and knowledge tests where at least 80% correct answers are required.
Step 2
Theoretical and practical site-specific training where the instructor transfers prerequisites and knowledge and the student practically practices driving vehicles in the airport environment.
Step 3
Check-out where the student completes the "driving test" based on instructions from the assessor.
Basic driving permit training is carried out by Swedavia or one of Swedavia's authorised instructors and assessors.
Driving permit manoeuvring area
Step 1
Theoretical local teacher-led classroom training that includes basic knowledge regarding driving vehicles in the manoeuvring area, compulsory part for radio communication and phraseology and handling of radio equipment. Ends with a knowledge test where at least 80% correct answers are required.
Step 2
Practical site-specific training where the instructor transfers the conditions and knowledge and the student practically practices driving vehicles in the manoeuvring area.
Step 3
Check-out where the student completes a "driving test" based on instructions from the assessor.
Both driving permit courses have content that is generic related to regulation in EU 139/2014 as well as site-specific conditions for airports. The training courses are based on current regulation and personal responsibility when driving vehicles, self-inspection of vehicles, conditions regarding communication, the human factor and orientation in the area in question.
The validity of a driving permit is 24 months.
Replacement driving permit
If a driving permit holder has forgotten their physical driving permit or lost their driving permit, it is possible to print out a certificate from Swedvia's Competence Terminal.
Registration
To register for driving permit training, use the form 'Application for training and application for a driving permit', where information is filled in regarding the person in question. This form also takes care of the application for the driving permit.
NOTE! A person who is relevant for training for the Driving Permit Manoeuvring Area must complete a language test before driving permit training and a certificate from the language test must be attached to the email address stated on the registration form.
The application is processed by the party to which the application has been sent, and the need for a driving permit must be justified. If there is not a sufficient reason for a driving permit, the application will be denied and the person who applied will be contacted by Swedavia.
The form 'Application for training and application for a driving permit' is available on Swedavia's extranet.
NOTE! If the applicant company is a subcontractor, the security officer at the client must also sign the form.
When approval for a driving permit, steps 1-3 are planned. When step 1 online training is planned, the registered employee will receive a text message with login details to complete the online training including knowledge test (80% correct answers are required). In connection with the planning of step 1, step 2 is also planned theoretical and practical local training and step 3 check-out, confirmation and information is sent to the registered employee and to the applicant actor.
Step 1 must be completed before Step 2 can be completed. NOTE! The student must print out a certificate from completed step 1 with a passing grade and submit it to the instructor when step 2 is to be completed. Certificates are available to print in connection with the completion of step 1.
If the result is passed in step 3, the employee is fully trained and the authorization for a driving permit is issued.
If step 3 is not completed on the same day as step 2, the student who has completed step 2 is allowed to practice driving with an approved supervisor who is the holder of a driving permit and the vehicle used is equipped with a sign indicating that 'training' is ongoing.
Absence 3-12 months
Employees who have been absent from driving vehicles for 3 to 12 months are reported by the operator to Refresh training 3 - 12 months (carried out via online training that includes supplements with current changes at each airport). The operator sends the notification directly to the Swedavia Service Center, which activates employees for training. The original validity period of the qualification is current after completion of the refresher training. No application for a driving permit is relevant. The student must print out certificates from completed refresher training with approved results and hand it to the nearest leader. The certificate is available to print in connection with the refresher training being completed.
The form 'Application for refresher training for driving permits (3-12 months)' is available on Swedavia's extranet.
The above refers to the Driving Permit basis, while any refresher training for the Driving Permit manoeuvre area is reported by contacting local instructors at the airport.
NOTE! A driving permit that is not to be used (three months or longer) must be submitted to the Swedavia Service Center for storage.
Absence >12 months
Employees who have been absent from driving a vehicle for more than 12 months are reported by the actor to a new Driving Permit Training basis. The operator uses the form 'Registration for training and application for a driving permit'. A new period of validity (24 months) for a driving permit is allowed and will be applied for using the current form.
Repetition 24 months
The driving permit is valid for 24 months. 60 days before the validity expires, a text message is sent from the system for permissions (BKA) to the employee in question. Please note that employees with a driving permit have the ultimate responsibility for knowing when the validity period expires. SMS contains login details for Refresher Training 24 months (carried out via online training that contains supplements with current changes at each airport). After completing the refresher training, the student must print out a certificate from the completed refresher with a passing result and submit it to the nearest leader/Security officer. The applicant prepares the form 'Application for a renewed driving permit (24 months)' which is sent to the Swedavia Service Center, the application is processed and a printout of the renewed driving permit is carried out. When a driving permit is available, a text message is sent to the person concerned with information about collection at Swedavia Service Center.
NOTE! If the applicant company is a subcontractor, the security officer at the client must also sign the form.

In cases where refresher training has not been completed and the period of validity (date) of the driving licence has expired, new basic training must be carried out.
To log in, you need to enter your social security number and password. If the person in question has not provided a mobile number to Swedavia Service Center, they need to be contacted to get a password.

When registering, please make sure that the form is completely filled out. Confirmation of registration is sent to the student and to the person who registered participants. The confirmation includes information about dates, times and current meeting point, etc.
